Try taking the bolt all the way out and putting a screwdriver in the slot and slightly seperating the housing/clamp. That's is how I got mine on. The problem you are having is some of the 1" bars are dimpled and it makes a flat spot on the bottom of the bars and a raised spot on the sides in short the bars aren't round all the way around. You might notice that when you put you switch housings on they don't tighen all the way down.
